Abstract: The 46 Test Wing at Eglin Air Force Base, Florida, is the US Air Force's premiere center for testing weapons, command & control, communications, software, navigation, GPS, and certain fighter aircraft. Our 4000 people conduct more than 500 test projects each year, comprising more than 20,000 unique range events with a budget of over $500M. We use a land range of more than 724 square miles, with more than 125,000 square miles of available water ranges. Recently, we have been investigating the use of tools from the operations research field to optimize our business. In particular, we are investigating mathematical programming for project selection and long range scheduling, design of experiments for project scoping, and Theory of Constraints for project scheduling and multi-project sequencing. This talk will provide an overview of each of these areas and concentrate on some of the challenges of implementing a binary integer-linear program for project selection, with remarks about sensitivity analysis.
